Built by the people who carried the gap.
Patrol Brief was not designed in a vendor's conference room. It was built by people who have stood at the scene, made the call, and lived with what came after. The job came first. The tool came from it.
The job, turned into a tool.
The people who understood the gap best were the ones living inside it: officers reading the law from memory, on scene, under pressure, with no good way to be sure. Rather than wait for a software company to notice, they built what they wished they had been carrying.
That origin still shapes every decision. Patrol Brief is restrained on purpose. It does not try to make the call for an officer. It puts the right law and the right policy in front of the person who has to decide, and gets out of the way.
A Baltimore company, veteran owned.
Patrol Brief is built by Harbor Security Technologies, a veteran-owned company based in Baltimore, Maryland. We build for public safety because we come from service, and we build close to the field we serve, not at a distance from it.
Coppin State chose to lead.
The Coppin State University Police Department was the first to put Patrol Brief in the hands of working officers. Under the leadership of Chief Dameon Carter, Coppin tested a tool built to sharpen the decisions that matter most, before the rest of the field caught on.
A department that moves early on the right technology does not just keep pace. It helps set it, and it shapes the tool for everyone who follows.
The officers using it, are building it.
Every week, what working officers tell us makes Patrol Brief sharper. The version you see today exists in part because the people who lead the field were willing to lead here too. That feedback loop is not a phase we will grow out of. It is how the product is meant to work.
We believe the most accountable tools are the ones built closest to the work. So we keep building close, with the officers, supervisors, and trainers who carry the responsibility every day.
